Finance is a divison of Administration. The Finance Division provides financial and administrative support for internal and external customers. This is achieved by providing meaningful report, timely financial information, review of budgetary and internal controls and the safekeeping of city assets. The Finance Division includes Accounts Payable, Accounts Receivable, Utility Billing, Payroll, Budget and Accounting.


The division is responsible for all city-wide budget functions, including preparing the City Budget and monitoring all revenues and expenditures.

Comprehensive Annual Financial Report

The Government Finance Officers Association (GFOA) established the Certificate of Achievement for Excellence in Financial Report Program (CAFR) in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepting accounting principles to prepare comprehensive annual financial reports that evidence the spirit of full transparency and full disclosure and then to recognize the individual governments that succeed in achieving that goal.

Budget Reports

Each year the Finance Division assists the city administration with the preparation and presentation of the city's annual budget. The GFOA's established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's best practices on budgeting and then to recongize individual governments that succeed in achieving that goal.

Other Financial Reports

Throughout the year, other reports are prepared to provide additional information about the financial conditions of the city. These reports may include the Popular Annual Finanical Report (a high level summary of the selection portions of the CAFR), quarterly financial reports, impact fee reports and five-year capital improvement reports.
